— Regulations for First-time Visitors to Apply for a Taiwan Compatriots’ Permit:

2. The applicant has never applied for a Taiwan Compatriots Permit.

3. You will not be qualified as a first-timer if:
   ① You have arrived in China using a one-time visa on arrival and
   ② Have obtained a Taiwan Compatriot Permit but have never entered China.
